Eduardo joined Leite, Tosto e Barros as an intern in 1997 and, in 2003, was admitted to the board of partners. He currently responds for all administration and management of the firm as their managing partner. Jointly with the board of directors, he is responsible for the elaboration and implementation of the strategic planning of the firm. In the legal field, he is responsible for the area of public law, acting especially in administrative law on topics related to regulatory agencies – notably in infrastructure and health and sanitary surveillance projects – and also in political and electoral law. Moreover, he acts in strategic litigation, where he has outstanding experience in the conduction of competitive law claims, in lawsuits dealing with administrative improbity and the anti-corruption act, in cases before the Courts of Auditors and Parliamentary Committees of Inquiry and in business negotiations.

Master’s in Constitutional Law with the thesis: “The Unconstitutionality of Administrative Improbity by Guilt” from PUC/SP.

He also studied Arbitration, Mediation and Negotiation at Fundação Getúlio Vargas – Gvlaw-SP and Regulation of the Electric Sector by the Brazilian Association of Infrastructure and Basic Industries – Abdib

He is a consultant member of the Infrastructure Committee of the National OAB.

He is a member of the Electric Power Generation Committee of the Brazilian Association of Infrastructure and Base Industries – Abdib.

He was a member of the Constitutional Law Commission of OAB/SP, of the Electoral Law Commission of OAB/SP; and also, the Commission of Administrative Law and Control of the Public Administration of OAB/DF.

Member of the Permanent Commission of Studies in Political and Electoral Law of the Institute of Lawyers of São Paulo – IASP.

He was a member of the Credit Recovery commission of the Brazilian Federation of Banks – Febraban.
As a lecturer, he has presented various lectures on the Anti-Corruption Act, Administrative Improbidity and Electoral Donations. Also invited by the Chamber of Deputies in Brasilia by the Special Committee to give an opinion to the proposal for Amendment to the Constitution no. 313-A, of 2013 (Automatic Loss of Mandate).
